Guerrilla Gardening
I like this story of bands of people creeping around in the dark of night and just gardening.
Just make sure that the seeds your drop and the plants you plant are indigenous to the area (or at least won’t spread). We have enough feral problems as it is.
Cat eating plants are of course welcome.
